With more than a decade of experience in working with the these industries, Robert has developed a reputation for understanding the operational, compliance and legal/regulatory issues facing homecare providers.

In representing the homecare industry, Robert has assisted clients in a number of areas related to the operation of their business. He works with his client on issues related to Medicare/Medicaid compliance including surveys, responding to surveys, state and federal appeals of survey findings; payer issues, including appealing payer audit findings; HIPAA Compliance; Medicare and Medicaid fraud and abuse, including matters such as developing and implementing compliance programs, performing internal investigations and representing providers in external investigations and civil and criminal matters. Robert also assists clients with purchasing and selling home health, hospice and private duty agencies.

Because these providers depend heavily on their staff, Robert also addresses legal issues related to employment matters. This includes wage and hour compliance, responding to Department of Labor investigations, and litigating wage and hour disputes. Robert routinely provides guidance to his clients on HR matters, including assisting with preparing personnel manuals, guidance on discipline issues and similar matters. Robert also assists clients in responding to EEOC investigations and discrimination lawsuits and similar employment issues.

Robert is recognized for his expertise in this space and is a frequent speaker on home health, hospice and private duty matters across the country. Robert has presented to the American Health Lawyers Association, the National Association for Home Health and Hospice Care, DecisionHealth as well as other national speaking events and numerous state trade association conferences and continuing education sessions. Robert serves on both the Board of Medical Specialty Coding and Compliance and the Board of the Association for Home Care Compliance. Robert drafted the Second Edition of the Homecare Administrator's Field Guide and the Home Health Patient Rights Policy and Procedure Manual

Robert graduated from Hanover College with a degree in Computer Science and received his law degree from Indiana University School of Law in Bloomington, Indiana. Robert is a member of the American Health Lawyers Association, the Health Care Compliance Association and the Indiana and Oklahoma State Bar Association. Robert has been awarded the HCS-C credential signifying his knowledge and experience in home care compliance. Robert is also certified in health care compliance by the Health Care Compliance Board. Robert is admitted to practice in Indiana and Oklahoma.

Robyn I. Stone, Dr.P.H, a noted researcher and internationally recognized authority on long-term care and aging policy, is Sr. VP for Research at LeadingAge and Co-Director of the LeadingAge LTSS Center @UMass Boston. She has held senior research and policy positions in both the U.S. government and the private sector. She was a political appointee in the Clinton Administration, serving in the U.S. Department of Health and Human Services as Deputy Assistant Secretary for Disability, Aging and Long-term Care Policy and Assistant Secretary for Aging. Dr. Stone is a distinguished speaker and has been published widely in the areas of long-term care policy and quality, chronic care for the disabled, aging services workforce development, low income senior housing and family caregiving. She serves on numerous provider and non-profit boards that focus on aging issues. Dr. Stone is a fellow of the Gerontological Society of America and the National Academy of Social Insurance. She was elected to the National Academy of Medicine (formerly the Institute of Medicine) in 2014.

Lanton III, Esq., has over 25 years of experience focused on government affairs including activities on the municipal, state, and federal government levels with 15 years dedicated to the healthcare sector. Ron founded the healthcare government affairs and lobbying firm True North Political Solutions. Ron is now the Executive Director and head lobbyist at Frier Levitt Government Affairs, LLC and is also Senior Counsel at Frier Levitt.

Prior to True North, Ron created a government affairs department for wholesale-distributor H. D. Smith and served as the company’s exclusive lobbyist while also advocating for various healthcare customers including retail and specialty pharmacies, home infusion, long term care, institutional and Home Medical Equipment (HME).
Ron has also worked at Stateside Associates, a greater Washington D.C. area government affairs consulting firm where he handled healthcare, energy, commerce and transportation issues. He has also clerked for a federal magistrate and was appointed as a municipal commissioner on beautification and environmental issues. He frequently consults Wall Street firms on financial issues related to the healthcare sector.

Ron is a featured industry speaker on issues such as pharmaceutical safety and healthcare cost containment. He has authored numerous articles regarding pharmacy and healthcare law and is a regular contributor to Specialty Pharmacy Times. He is a 40 under 40 award recipient from the Springfield, Illinois Business Journal. He has been admitted to practice in New York, Illinois and the District of Columbia. He has a BA from Miami University and a JD from The Ohio State University. He is also the chair of the Biologics Committee for the New York Bar Association.

Sandy Wilson is the Missouri HMIS Director with Institute for Community Alliances. Since 2005, she has administered the MOHMIS Network that has grown under her direction to support the Missouri Balance of State Continuum of Care, the Springfield CoC, the Joplin CoC, St. Louis City CoC and St. Louis County CoC. Ms. Wilson has served for 12 years (including two years as Chair) on the Missouri Governor’s Committee to End Homelessness, which has evolved into the state’s Interagency Council on Homelessness. With expertise in project management, policies and procedures, stakeholder and vendor relationships, and data migration management, Sandy also draws on provider and management experience in child abuse prevention, domestic violence programs and sexual assault services.

Sara Schuette currently serves in several leadership roles at ProMedica, including Director of ProMedica Total Rehab for the Ohio Regional Hospitals and EMR specialist. Sara has been a director of rehab for the last 22 years. Sara graduated from The Ohio State University with a degree in physical therapy in 1997 and has been practicing in the profession ever since. In 2011 she was named one of the 10 leaders under 40 for the Defiance area Chamber of Commerce. Sara plays an active role in the profession of physical therapy through her membership in the APTA and OPTA. She gained notoriety by publishing the article titled “Implementing Evidence-Based Practice Throughout a Large Hospital System” featured in the April 2015 edition of PT in Motion. Sara recently earned her Certification in EBP through the Fuld Institute of The Ohio State University in 2021.

Sheila Arquette is the Executive Director of the National Association of Specialty Pharmacy. She holds a Bachelor of Science degree in Pharmacy from the State University of New York at Buffalo School of Pharmacy. She has extensive practical and leadership experience in retail pharmacy, hospital pharmacy, long-term care consulting and dispensing, in addition to the managed care, PBM and specialty pharmacy space. She is a regular speaker and participant at national pharmacy conferences, roundtables and industry meetings.

Prior joining NASP in February 2017, Sheila was the Director of Pharmacy Services at Independent Health.

Dr. Tara McMullen, PhD, MPH, is the Senior Health Analyst for the Division of Chronic & Post Acute Care, and technical lead for work focused on standardizing post-acute care patient assessment data and quality measures as mandated by the Improving Medicare Post-Acute Care Transformation Act of 2014 (IMPACT Act). Dr. McMullen has the led the efforts to develop and standardize the pressure ulcer new and worsening, functional assessment, drug regimen review, incidence of major falls, discharge to community, Medicare spending per beneficiary, and transfer of health information measures. Dr. McMullen also assists in the efforts to standardize the patient assessment data elements across specified clinical domains. While at CMS, Dr. McMullen has also aided in the development of the quality measures for the Nursing Home Quality Initiative, co-led the Elder Maltreatment Initiative, and supported the National Partnership to Improve Dementia Care in Nursing Homes. Dr. McMullen has published in various peer reviewed healthcare journals on aspects related to workforce/staffing, quality, and communication in the healthcare field. Dr. Tara McMullen received her Doctorate in Gerontology from the University of Maryland, and her Master in Public Health from the University of Nevada, Reno.

She transitioned to Kinnser Software in 2012, but pior to that for 5 years trained adult learners in various aspects of Medical Coding and Medical Assisting at the collegiate level. The last three years of instruction included developing the curriculum and directing the program for Health Information Management (HIM). She has over 9 years experience in the healthcare industry. Her healthcare proficiency includes outpatient/inpatient coding and billing, dental assisting, Polysomnography, and a clinical focus in respiratory therapy.
Tiffany is a certified professional coder (CPC) and a registered dental assistant (RDA).
