Andrew Brown, MSW, KCPM, is the Commissioner for Behavioral Health Services with the Kansas Department for Aging and Disability Services. He started with the agency in 2017, serving as the Prevention Program Manager and National Prevention Network representative for the state. Prior to working for the state, Commissioner Brown served as the Executive Director of Headquarters, Inc., a National Suicide Prevention Lifeline Network Crisis Center in Kansas. He has 20 years of experience working in non-profits providing direct human services and social work administration.

Commissioner Brown holds a bachelor's in human services and a graduate certificate in non-profit management from Washburn University and a master's in social work administration, advocacy, and policy from the University of Kansas. He was honored with a 2016 Distinguished Alumni Award in Applied Sciences for his efforts in suicide prevention by Washburn University. Commissioner Brown has prior service in the U.S. Army Reserve as an enlisted service member. He currently serves as the Midwest region’s representative on the Board of Directors of the National Association of State Mental Health Program Directors.

While at KDADS, Commissioner Brown has led the agency’s efforts to modernize the state’s behavioral health system through building state infrastructure, expanding provider capacity, and increasing patient access to services. Focusing on the development of community resources to address prevention, intervention, treatment, and recovery, Kansas is currently implementing supportive housing using the Housing First Pathways model and Certified Community Behavioral Health Clinics.
