Dr. Bulot is considered a national expert on aging and disability services, LTSS, health policy, and assistive technology. He received his doctorate in gerontology from UMass Boston with an emphasis in statistics, research methods, program evaluation, and public policy. As a tenured professor, he served as research institute director, department chair, and associate dean; he helped develop the nation’s first NAB accredited graduate program in long term care administration. He is a published researcher and taught graduate courses in HBS, OAA, Medicaid, Medicare, and Social Security as well as atatistics, qualitative and quantitative research methods. He served under three governors in two states as the Director for Aging and Adult Services, where he was responsible for a range of HCBS for vulnerable adults (OAA, 1915c, State Plan HCBS, protective services, and public guardianship, LTCO Ombudsman, ADRC/NWD/SEP, SHIP, etc.). As state director, he lead both LA and GA in developing the first two state wide ADRCs. As part of this effort, the agency has been recognized by CMS, ACL, and the VA for systems improvement. Additionally, he oversaw the development of four state plans on aging, as well as two dementia state plans. He’s currently Chief Gerontologist and a Healthcare Director at Guidehouse. In this role, he has provided support to almost half of states on a variety of engagements including strengthening protections for vulnerable adults and people with SPMI/SUD on various aspects of clinical and performance benchmarking for traditional HCBS and MLTSS. He’s also conducted stakeholder engagement activities and overall program improvements related to implementation, operations, and oversight of 1915(b)(c)(i) and 1115 waivers, No Wrong Door (NWD)/Single Entry Point for LTSS, BIP, MFP, ARPA, OAA, etc. As an SME, he has testified before Congress and various state legislative committees and subcommittees on HCBS.
