Jay Bulot, Ph.D., is a national expert on aging and disability services, long-term services and supports (LTSS), and health policy. He helps lead WellSky's human services solutions to reimagine the ways states can serve their consumers. He previously served in both Georgia and Louisiana as the State Director for Aging and Adult Services, where he directed programs involving public guardianship, protective services, the Older Americans Act, Medicaid waivers and state funded LTSS services. He has provided expert testimony to state legislatures, federal agencies, Congress, and the White House. He earned his MS and PhD in Gerontology with an emphasis in Public Policy, Research Methods and Statistics from the University of Massachusetts, Boston. He received his BS in Psychology from the University of Southwestern Louisiana with a minor in Gerontology and Computer Science.
